Former Vice President Dick Cheney said Sunday that President Barack Obama should put waterboarding back on the table.

Intelligence derived from the Bush-era enhanced interrogation program "probably" contributed to the death of Osama bin Laden, Cheney told Fox News' Chris Wallace.

"Which raises the question, if we were to now capture another new high value target, which is certainly more likely given this apparent trove of information that they recovered in bin Laden's compound, should the president reinstate enhanced interrogation including waterboarding?" Wallace asked.

"Well, I certainly would advocate it," Cheney replied. "I'd be a strong supporter of it."

"We went to a lot of trouble to find out what we could do, how far we could go, what was legal and so forth. Out of that emerged what we called enhanced interrogation. It worked. It provided some absolutely vital pieces of intelligence."

"It was a good program," he continued. "It was a legal program. It was not torture. I would strongly recommend we continue it."

CIA Director Leon Panetta has said waterboarding is torture but the former Vice President disagreed.

"Waterboarding and all of the other techniques that were used are techniques that we use training our own people. This is stuff that we've done for years with own military personnel. To suggest that it's torture, I just think is wrong."

The former vice president called the Obama's administration's investigation of CIA interrogators that may have abused detainees an "outrage."

"These men, all devoted, capable officials shouldn't have to look over their shoulder and worry if they follow the orders of this president to carry out this interrogation program at some point down the road when there is a change in policy, they can expect to be prosecuted," he said.

Hours after the death of Bin Laden, the clarion call to rally to the Bush-Cheney torture regime began. Still, those that rally to that standard will mark themselves forever as minor American villains, and the wiser among them know it.

For ambitious republican office seekers, the already stringent litmus test to which they must kowtow has been distilled. It is an interesting dynamic.

Torture was practiced, and practiced in the name of the people of the United States. The baffle-'em-with-bullshit crowd cannot overturn that historical narrative. They'll never quit trying, of course. But they are going to lose that argument.

In 1947, the United States prosecuted a Japanese civilian who had served in World War II as an interpreter for the Japanese military, Yukio Asano, for "Violation of the Laws and Customs of War," asserting that he "did unlawfully take and convert to his own use Red Cross packages and supplies intended for" prisoners, but, far worse, that he also "did willfully and unlawfully mistreat and torture" prisoners of war. Asano received a sentence of 15 years of hard labor.[115] The charges against Asano included "beating using hands, fists, club; kicking; water torture; burning using cigarettes; strapping on a stretcher head downward."[183] The specifications in the charges with regard to "water torture" consisted of "pouring water up [the] nostrils" of one prisoner, "forcing water into [the] mouths and noses" of two other prisoners, and "forcing water into [the] nose" of a fourth prisoner.[184]

DId water-boarding and other "enhanced interrogation" techniques play a significant role in acquiring the intelligence that led to bin Laden's demise?
The corroborated timeline describing how the intel was gathered suggests otherwise. The water-boarding did NOT lead to useful intel; the three captives who were water-boarded did divulge valuable information ... many months AFTER the CIA had discontinued the water-boarding program.

Waterboarding is an excellent interrogation technique if your goal is:
a) a false confession
b) retribution
But if your primary objective to obtain useful intelligence, it's going to be counterproductive.

Those who are formally trained in interrogation techniques consistently agree that the so-called "enhanced" methods employed by the CIA were totally inappropriate and tactically inane.

These techniques are commonly used by foreign extremist groups and dictatorial regimes that are trying to get prisoners to confess to crimes that the interrogators know were not committed, i.e., they are not interested in obtaining information, their goal is the confession itself.
