A Tale of Two Quagmires

Gordon at Alternative Brain reads an on-line article about Bill Moyers and agrees:

The Nation talks about a show I watched last Friday evening of LBJ's taped phone conversations and Bill Moyers' commentary. Highly recommended as a history lesson. And a warning.

One point of the program, he explained, was to offer viewers "an insight into the mind of one president facing the choice of whether or not to send more and more American soldiers to fight in a far-away and strange place."

But another point was to offer Obama and his aides a caution that only a few wise and worldly senators provided Johnson back in the mid-1960s -- chief among them Oregon's Wayne Morse, about whom Johnson says on one of the tapes: "outside Morse, everybody I talk to says you got to go in..."

Moyers was not making crude or casual analogies.

"Granted," he explained early on, "Barack Obama is not Lyndon Johnson, Afghanistan is not Vietnam and this is now, not then. But listen and you will hear echoes and refrains that resonate today."

Moyers:

Now in a different world, at a different time, and with a different president, we face the prospect of enlarging a different war. But once again we're fighting in remote provinces against an enemy who can bleed us slowly and wait us out, because he will still be there when we are gone.

Once again, we are caught between warring factions in a country where other foreign powers fail before us. Once again, every setback brings a call for more troops, although no one can say how long they will be there or what it means to win. Once again, the government we are trying to help is hopelessly corrupt and incompetent.

And once again, a President pushing for critical change at home is being pressured to stop dithering, be tough, show he's got the guts, by sending young people seven thousand miles from home to fight and die, while their own country is coming apart.

And once again, the loudest case for enlarging the war is being made by those who will not have to fight it, who will be safely in their beds while the war grinds on (my em). And once again, a small circle of advisers debates the course of action, but one man will make the decision.

We will never know what would have happened if Lyndon Johnson had said no to more war. We know what happened because he said yes.

February 18, 1968. In anticipation of another "long hot summer", as had been the case for a few years running, Meet The Press hosted a panel which asked Attorney General Ramsey Clark what was going to be done about the problems with our violent cities, with the protesters, the extremist groups - generally everything that was destined to make 1968 a milestone year.

To say Clark had his hands full is an understatement, but the level of fear and paranoia being voiced by the media was something else. But then, so was the resistance to change in a lot of perceptions.

James Kilpatrick: “Mister Attorney General, in his recent message on crime, the President devoted a significant passage to narcotics laws. In recent months there’s been a considerable controversy about marijuana and its dangers. Some authorities appear to take the view that its non-addictive drug, no more risky to society really than tobacco or whiskey. What is your own view on marijuana?"

Ramsey Clark: "My own view is that the use of marijuana, the sale of marijuana is a federal crime. And we will investigate and prosecute where that use and sale of it is found. I also think in our time, and particularly among our youth, the atmosphere of permissiveness is a danger, a clear and present danger to our kids. Marijuana is so frequently coupled with LSD and other highly dangerous drugs that we have to enforce very effectively in this field to protect those youth from themselves, and to protect our society."

And this was only February.

Since the talk this week centers on the endless war in Afghanistan, I thought it might be a good idea to visit another endless war from another time; Vietnam.

Like Afghanistan, Vietnam wasn't instantly met with derision and questions over our involvement. Like Iraq though, we were also sold a somewhat leaky bill of goods and goaded into pledging lives and untold millions over an involvement that had no timetable and no real plan.

The difference between Iraq and Afghanistan is Iraq bears some resemblance to an organized country. Where Afghanistan is one big grab-bag of tribes, sects and factions that have been over-run, quasi-colonized and fought over for hundreds, if not thousands of years.

Just like Vietnam.

In 1966 we were still getting our feet wet in Vietnam, having gone from "advisers" to "troops on the ground" in a little over a year. Support and the "domino theory" were still very much alive and our presence increased on an almost daily basis.

But also in 1966 there were the seeds of questions being sown - what was the plan? How long was it going to take? When it is supposed to end? How many troops are needed? What really was the government of South Vietnam all about?

Just like Afghanistan.

And so on June 21, 1966 Eric Severeid delivered a fifteen minute commentary on our state of siege in Vietnam.

Eric Severeid: “A crucial question: Whether our resistance in Vietnam is preventing the spread of Chinese dominance in other Asian countries, through their propaganda infiltration and subversion. The Administration points to Indonesia, where the powerful Chinese-inspired Communist apparatus was smashed not long ago. That would never have happened, we like to think were we not there in Vietnam. If this is true, all of us would feel very much better about this war in Vietnam. My personal opinion is that it’s not true.”

Needless to say, those questions only grew in number and intensity over the next several years as our justifications grew less and less feasible. It would seem we are heading in that direction again.

When President Johnson addressed the United Nations General Assembly on the occasion of its 20th anniversary in June 1965, he had very little trouble selling his concept of The Great Society to the rest of the world. It was when the subject of Vietnam and Southeast Asia came up that ears suddenly turned deaf and support dwindled. Support for the war was rapidly fading in the U.S. and protests were mounting in intensity on an almost daily basis as the war escalated to no seeming end.

So it was with mixed results that President Johnson made his case to the world body.

LBJ: “ We in this country are committing ourselves to great tasks in our own Great Society. We’re committed to narrowing the gap between promise and performance. Between equality and law and equality in fact. Between opportunity for the numerous well to do and the still too numerous poor. Between education for the successful and education for all of the people. It is no longer a community or a nation or a continent. But a whole generation of mankind for whom our promises must be kept and kept within the next two decades. And if those promises are not kept, it will be less and less possible to keep them for any. And that is why, on this anniversary I would call upon all member nations to rededicate themselves to wage together an international war on poverty.

War on Poverty sounded good - War in Southeast Asia - not good.

As an extension of the JFK Administration, the LBJ Administration launched a number of Programs focusing on domestic poverty. As former head of The Peace Corps (a successful program begun in 1961 under the Kennedy Administration) Sargent Shriver was put into service as head of the Poverty Program, a wide range of social services designed to raise the economic and basic standards of the nations poor. No small feat, even in 1964. And of course, there were the detractors.

On March 22, 1964, Meet The Press did an interview with the newly installed head of the Poverty Program Sargent Shriver to answer the critics and to outline just what the program entailed.

Lawrence Spivak: “Mister Shriver, as you must know, that there are people, and they’re not all Republicans, who believe that this is just another political gimmick, and that there’s going to be a great deal of talk about it up until election time but that we’re not going to see many results. Now how long do you think it’s going to take you to show some tangible results?

Sargent Shriver: “Well let me, right off the bat deny that it’s a political gimmick. I wouldn’t have anything to do with it Mister Spivack, if that’s all it was. We have tried to establish . . . create a program which would meet the test of criticism and represent the consensus of intelligent thinking in this country. And I’ve been very much gratified by the number of leading businessmen, for example, as well as labor leaders who have been attracted by this program. You’ll notice that so far in Congress that it has not been attacked once on its substantive merits. There hasn’t been one criticism from the Republican or Democratic side about the substance of this program.”

The Poverty Program or The Great Society as it came to be known, probably would have been a great success, had it not been for a little thing called Vietnam and Nixon in 1968. The war managed to suck the life out of a lot of things, and the Nixon Administration gutted most of what the program was about, and good intentions were the first to go.

On July 28, 1965, the Senate passed by large margin the Medicare bill. Despite grumblings from the right of "socialized medicine" and other fear-based rants, common sense prevailed and one of the milestones of 20th century social programs became law.

Dallas Townsend: “Now awaiting Presidential signature in Washington, is the milestone program of Social Security expansion and health care for the elderly, or Medicare. The Senate passed it yesterday, 70-24 thus completing Congressional action.”

Proof it can happen.


Theodore Sorensen CIA Confirmation Hearings - January 17, 1977

One of the first appointments to the Carter White House was Theodore Sorensen to head the CIA. Sorensen seemed like a good choice. He was White House Chief of Staff under Kennedy and served in the LBJ White House and overall had a distinguished career in Washington.

At least it seemed so. But no sooner was the appointment announced than the rumor mill began working overtime to discredit and trash his chances of confirmation. Rumors spread of his unauthorized taking of secret documents connected with the Kennedy White House, his support of Daniel Ellsberg during the Pentagon papers trial and everything from his being "too liberal" to allegations of being a draft dodger during the Korean War. It was a grab bag of smears.

The rumors and the accusations were persistent as well as unfounded. But they were enough to force Sorenesen to abandon the appointment and notify the President-elect two minutes before he was scheduled to appear at the confirmation hearings of his decision not to pursue the appointment.

So rather than submit to questioning from the committee, Sorensen chose to read a prepared statement outlining his decision and answering the barrage of slurs.

Much speculation has been made over the years as to who was responsible for the rumor campaign. It was largely thought to be members of the CIA bent on eliminating Sorenesen's chances at the post, as well as right-wing extremist groups, fearing Sorensen as CIA chief was unthinkable, since he was perceived by them to be a liberal pacifist critic of covert espionage tactics.

In the end, the votes for his confirmation weren't there and, rather than stage an uphill fight, Sorensen chose to bow out gracefully.

The following recording begins with Sorensen reading his statement and follows through to the post-hearing press conference and a postmortem wrap-up with a discussion featuring former Deputy CIA Director Ray Cline and investigative reporter David Wise. Cline spends a lot of time tut-tuting that the CIA would never dream of spreading rumors and were mostly concerned with "shuffling papers" and nothing as clandestine as trashing someones career. Seriously.

I suppose the only comfort is knowing the ritual of trashing appointees isn't new and it has a long and somewhat dubious history.

Welcome to 1977.


Robert Reich: What Obama Must Do To Save Universal Healthcare

Robert Reich was out beating the drum yesterday, speaking on "This Week" and posting this piece in Salon:

If you want to save universal healthcare, you must do several things, and soon:

1. Go to the nation. You're not only a powerful orator; you're also capable of motivating, energizing, and mobilizing the American public. You must go on the road -- building public support by forcefully making the case for universal health care everywhere around the country. The latest Wall Street Journal poll shows that three out of four Americans want universal healthcare. But the vast majority don't know what's happening on the Hill, don't know how much money the medical-industrial lobbies are spending to defeat it, and have no idea how much demagoguery they're about to be exposed to. You must tell them. And don't be reluctant to take on those vested interests directly. Name names. They've decided to fight you. You must fight them.

This is the president's biggest weakness. Please, more drama, Obama!

2. Be LBJ. So far, Lyndon Johnson has been the only president to defeat the American Medical Association and the rest of the medical-industrial complex. He got Medicare and Medicaid despite their cries of "socialized medicine" because he knocked heads on the Hill. He told Congress exactly what he wanted, cajoled and threatened those who resisted, and counted noses every hour until he had the votes he needed. When you're not on the road, you have to be twisting congressional arms and drawing a line in the sand. Be tough.

3. Forget the Republicans. Forget bipartisanship. Universal healthcare can pass with 51 votes. You can get 51 votes if you give up on trying to persuade a handful of Republicans to cross over. Eight years ago George W. Bush passed his huge tax cut, mostly for the wealthy, by wrapping it in an all-or-nothing reconciliation measure and daring Democrats to vote against it. You should do the same with healthcare.

4. Insist on a real public option. It's the linchpin of universal healthcare. It's one thing to give up on single payer, and say that a public option is the best feasible alternative. But further compromise would essentially gut any healthcare plan. Don't accept Kent Conrad's ersatz public option masquerading as a "healthcare cooperative." Cooperatives won't have the authority, scale, or leverage to negotiate low prices and keep private insurers honest.

5. Demand that taxes be raised on the wealthy to ensure that all Americans get affordable healthcare. Not even a real public option will hold down costs enough to make healthcare affordable to most American families in years to come. So you'll need to tax the wealthy. Don't back down on your original proposal to limit their deductions. And support a cap on how much employee-provided healthcare can be provided tax free. Yes, you opposed this during your campaign. But you have no choice but to reverse yourself on this. These are the only two big pots of money.

6. Put everything else on hold. As important as they are, your other agenda items -- financial reform, home mortgage mitigation, cap-and-trade legislation -- pale in significance relative to universal healthcare. By pushing everything at once, you take the public's mind off the biggest goal, diffuses your energies, blur your public message, and fuel the demagogues who say you're trying to take over the private sector. You have to win this.


The Freedom Of Information Act - March 30, 1965

On March 30, 1965, California Representative John Moss introduced legislation in Congress that would give the public access to the inner workings of the government. It was met with a lot of resistance. LBJ swore to veto it if it arrived on his desk. The idea that a government that was transparent, that actually would be accountable, where the press would actually have access to documents seemed very abstract to some.

And it wasn't until 1966, when LBJ had a change of heart (or a change of some provisions in the bill) that The Freedom of Information Act was finally signed into law.

A lot of attempts have been made to stymie the law, including a Bush Executive Order which rendered it null for the better part of 8 years. Still, the bill came from someplace and it was someone's idea that the people were entitled to know the truth.

So here is a report by Fred Morrison from March 30, 1965, outlining the reactions on Capitol Hill to the newly introduced bill.
