From The Rachel Maddow Show Dec. 29, 2008. Sadly as someone who has read Molly Ivins' book Bushwhacked and after watching the debacle during Hurricane Katrina, nothing any Bush appointee does surprises me very much.

But first, it‘s time for a few underreported “holy mackerel” stories in today‘s news. The “Washington Post” front-pages a story today on the Occupational Safety and Health Administration, OSHA, the part of the federal government that deals with workplace safety. They provide information about workplace hazards. They regulate workplace conditions so that they are safer.

Of course, in the Bush administration, OSHA does a lot less of that. They do 86 percent less of that, if you want to be precise here. OSHA under President Bush issued 86 percent fewer significant workplace safety rules and regulations than OSHA under Bill Clinton. Now, that‘s not necessarily a big political surprise. Republicans are the pro-corporation, anti-regulation party even when they can‘t really agree on anything else.

But what is a surprise about OSHA under President Bush which we learned in today‘s “Washington Post” is—I‘m not actually sure that I can improve on the facts as they are presented in today‘s “Washington Post” article by the reporter, R. Jeffrey Smith.

Quote, “In 2006, Bush‘s first OSHA director, a former Monsanto employee was replaced by Edwin G. Foulke Jr., a South Carolina lawyer and former Bush fundraiser who spent years defending companies cited by OSHA for safety and health violations. Foulke quickly acquired a reputation inside the Labor Department as a man who literally fell asleep on the job.

Eyewitnesses said they saw him suddenly doze off at staff meetings, during teleconferences, in one-on-one briefings, at retreats involving senior deputies, on the dais at the conference, at an awards ceremony for a corporation, and during an interview with candidate for deputy regional administrator.

His top aides said they rustled papers, wore attention-getting garb, they pounded the table for emphasis or gently kicked his leg, all to keep him awake. But if these tactics failed, sometimes they just continued talking as if he were awake - ‘We‘ll be sitting there and things will fall out of his hands; people will go on talking like nothing ever happened,‘ said a career official, who spoke on the condition of anonymity because he was not authorized to talk to a reporter.

In an interview, Foulke denied falling asleep at work, although he said he was often tired and sometimes listened with his eyes closed,” end quote.

Listening with his eyes closed? The man George Bush put in charge or keeping your workplace safe, America. Twenty-one days left - 21 days.

And the Republican Party is having a little bit of trouble settling on its leadership for its post-Bush, post McCain-Palin rebuilding period. There are, at last count, roughly 400,000 people running to be the next chairman or chairwoman of the Republican Party, if you round off for the nearest 400,000.

Honestly, I don‘t know. It‘s very hard to tell how many people are actually running for RNC chair. But there are a lot, and it‘s turning out to be sort of an exciting race. One reason why is that RNC chair is the only national leadership job in the Republican Party now.

The White House and House of Representatives and the Senate will all be headed by Democrats starting very soon. Also, the question of whether or not Republicans can find their voice as the loyal, honorable opposition to the nation‘s first black president is turning out way more comically difficult for them that might have been expected.

First, there was the South Carolina Republican Party chairman who had to resign his long-term membership in a whites-only country club. Now, another candidate, the former Tennessee party chairman, has sent out as a holiday gift, a parody song about Barack Obama called “Barack the Magic Negro.”

RNC candidate Chip Saltsman‘s defense to the inevitable outrage here is that “Barack, The Magic Negro” is hilarious. You stay classy, GOP, don‘t ever change.

his organization is responsible for testing truckers, etc for?? I mean, it may be a dull position, but for what it pays (I'm guessing $60K+), I'd find a way to stay awake for the check.

I'll bet you $125k, easy. Head of an agency? Maybe more.

I'd be worried if one party holds all the power. A good example is the last 8 years. The pessimist in me says with carte blanche, the Dems will be just about as responsible as the Repubs and will use the same excuses for the next 4-8 years. "It wasn't our fault, it was Bush"....just as the Repubs do with Clinton. I think there is just too much damn damage done to everything for one political party to fix.

I would tend to agree with you under most circumstances, but the Republicans have moved the country so far to the right that we need to get back a balance. Also, The Democratic leadership is extremely weak and the Republicans would probably be leading more of the show than expected, unfortunately.

We've had 8 years or Repub rule and look how it turned out. Now let's have the same for Dems, and see what happens. If it's great, then that may tell us something. If it's just as bad, with no Repub undermining, then that will tell us something too. I will agree, it does seem to work better with the two parties each not having complete control, but unfortunately, both parties have changed somewhat. Repubs into mindless bigoted power crazed bullies, and Dems into spineless weenie cowards afraid to stand up for what's right. We'll just have to wait it out...but I'm afraid there will beno real "change".

At this point thinking about the head of OSHA falling asleep on the job is just humorous, in a dark sort of way.

Narcolepsy (a sleep disorder that causes uncontrollable sleepiness and frequent daytime sleeping).

Still, it's a classic case of the SOB's watching out for their own and not for the good of the people.

I don't know that it's "classic" narcolepsy, which tends to have a wider range of symptoms than just the sudden sleeping, but yeah, I had exactly the same thought watching the show.

In fact, I was rather disturbed with Rachel for going through the whole, mocking, "sleeping on the job" bit without considering the possibility.

who wasn't an executive from or a lobbyist for the very industry he was supposed to be overseeing? Those appointees didn't just fail... they sold us out and there was nothing accidental or inept about the way they did it. Every damned one of them did exactly what he/she was appointed to do.

Bush can finally say "Mission accomplished" and be telling the truth.

Looks like some kind of "see no evil, hear no evil, speak no evil" approach. The Ronnie Reagan asleep at the wheel leadership at "work." My constant amazement is that through fear and other skilled manipulation the Republicans continue dupe the public. Dissolve the Republican Party and bring on a conservative party that will represent the people honestly.

This is what happens when people who hate government so much they want to see it fail, become part of that government. Oh, I know, its rather hypocritical, but doesn't that pretty much sum the modern day Republican Party?

That guy's sleepiness problem sounds like narcolepsy and/or uncontrolled diabetes.

He definitely has a medical problem. Could also be sleep apnea. the screen for that is "have you ever fallen asleep talking, working, sitting up, standing... etc." John Candy died from sleep apnea.

Not that I care if this Bush pawn has a medical problem... but he's probably not falling asleep for lack of attention, even though that would be par for the Bush & Co. course.

C'mon now. Was Mr. Foulke actually hurt when he fell asleep? When he dropped things? Did he fall out of his chair and go "boom"? Did he shoot anyone while in office? No, no, no, and no. Seems to me then that his personal occupational safety and health were just fine. Thus he set a good example for the rest of the country, a far better example than did the accident-prone George W. Bush or, heavens forbid, Uncle Dick Buckshot. Next thing you know, you'll be blaming poor Mister Foulke for all those troops who experienced occupational safety and health problems in Iraq. Might as well blame the corporate media....after all, they slept through the whole damn war too.

the great irony to me is that this anonymous disclosure is given now. as in all the departments and administrative agencies, we know or have suspicions of this kind of behavior by bush appointees. perhaps the greater "crime of malfeasance" is that of all the employees who witnessed this kind of "leadership" did nothing or said nothing for years. even now we read "not authorized to speak to reporters". WTF this is our and anonymous' tax dollars at work. protecting your ass by not exposing these numerous acts by the bushco appointees during their tenure is, to me, tantamount to aiding and abetting. granted the whistle blower program is a fallacy but this anonymous report could have been exposed long ago. had any of these people a trace of self respect or honor they would take a stand to denounce this s**t. since they did not....here we are with the whole f**ked up mess.

I'd ever want to be in the position of defending a Bush appointee but I'd just like to point out that the quantity of new regulations is a rather foolish measure of the performance of this department. Have you ever read OSHA regulations. They are amazingly comprehensive. It's not as if new industries are popping up overnight requiring intensive new regulations. I'd be more interested in knowing whether or not there had been any improvement in enforcement of the current regulations. That's where the real problem usually lies. I would expect not seeing as we're talking about the Bush administration but it would be nice to know either way.

With that song by Saltsman, "Barack the Magic Negro", that may be one of the last nails in the coffin for the RNC. They've dug themselves (as well as the rest of us) into an extremely deep hole. As for Saltsman, I hope he isn't Jewish! Wouldn't be good for the Jews. Although, usually more Jews may have the last name, Saltzman.

Thank you your, Honor, but I was awake. I was trained to listen to logical and critical arguments from audio tapes and I have developed the habit of listening for discernment of the various points with my eyes closed.
