Rachel Maddow could hardly contain herself as she unearthed footage from 1996 of MTV's 'Sex in the '90s' of a younger O'Donnell promoting an anti-masturbation campaign.

Jackson was subsequently forced to apologize for his comments, in part due to the blue language he used, but the point remained -- Obama wasn't making "tough love" speeches to white teens.
Jackson's apology was also forced by popular opinion in the black community. ...and I can tell you that the abstinence-only education that O'Donnell and her ilk advocate is a recipe for disaster. Several studies point to the harm that occurs when teens are encouraged to take an oath of abstinence (see one such study summarized here), including an increased risk of sexually transmitted disease.
The bottom line is that all people are born with varying degrees of libido. Conceivably, the distribution of libido in the general population fits a bell curve, with most people having average libido and relatively fewer individual at the high and low ends (think Ralph Ferley versus Mr. Roper). So sure, some people on the low end have very little difficulty waiting longer to initiate sexually activity because their libido (i.e., sex drive) is less active. Abstinence programs with this low-libido group will often be 'successful.' But advocacy of abstinence for EVERYONE is tantamount to letting people who are 4' or shorter set public policy for how tall door frames should be. When you consider this against the fact that economic pressures have led to young people waiting longer until marriage (average age for women in late '50s was 19, now it is close to 26), abstinence-only programs are condemned to ineffectiveness. And the cost is a generation of young people who don't understand safe birth control procedures or the distinction between safe and unsafe sex.
And I'm not even addressing the likely problem of sexually deviancies stemming from umet sexual expression needs--that's a whole different topic, but a illustrative story can be found here.
