Marsha Blackburn Touts High Risk Pools as Solution to Coverage Denied for Pre-Existing Conditions
Washington Journal host Peter Slen asks Marsha Blackburn about an editorial in The New York Times The Republican Health Plan and reads this passage:
It has some good provisions, such as prohibiting insurers from imposing annual or lifetime caps on what they will pay and automatic enrollment of workers in employer-sponsored group coverage. But it would not prevent insurers from denying coverage or charging higher premiums based on pre-existing conditions.
Blackburn's response:
Blackburn: Well, one of the ways to address that is going another route and getting to that universal access component that so many people want to see but doing it through high risk pools and through re-insurance and this is a model that many of our businesses are accustomed to dealing with. You know, they have different high risk for things—worker’s comp and other issues—and there is a way to do that and to address that and bring people into that, into those high risk pools. Addressing pre-existing and chronic conditions absolutely and being certain that there is a pool for that, that is set up, and there again, people can go to gop.gov and look at that, look at the bill and see how that is specifically addressed.
So the GOP's plan according to Rep. Blackburn is if you have a pre-existing condition, you're going to be put into a high risk pool. I don't believe she explained how that would prevent people from paying higher premiums for pre-existing conditions or from being denied care—quite the opposite.
Under conservative plans for health care reform, many more Americans with pre-existing conditions would find it even more difficult to obtain reasonably priced care. This is because conservative plans often seek to substitute insurance coverage purchased in the individual market for group coverage, such as the insurance that many Americans have through their employers. These proposals also call for expanding existing high-risk pools, such as the Maryland program, to provide coverage for people with chronic illnesses and costly health histories. Today’s state-based high-risk pools provide an important coverage option for some individuals, but the coverage is expensive, and it’s only available to a small portion of those eligible.
High-risk pools have been around for over 30 years and currently exist in 35 states, but they only cover about 207,000 Americans. The biggest barrier to enrollment is cost. High-risk pools are inevitably expensive because all of the enrollees have medical conditions that could potentially result in costly medical bills, which means the pools cannot spread costs across low-risk and high-risk individuals. Despite attempts to cap premium rates, the coverage is still unaffordable for many. In fact, a recent study found that premiums for high-risk pools are unaffordable for about one-third of eligible individuals. High premiums and high deductibles are often a greater burden on individuals with expensive medical conditions who have already spent large amounts of their income on health care.
Some proponents refer to high-risk pools as “safety nets,” but in reality, the pools do not provide a guarantee of coverage. Most have an exclusion period—some period of time during which an insurer can exclude coverage for certain medical conditions that exist before the insurer issues coverage. These exclusion periods can last anywhere from 90 days to 1 year. Some pools cannot afford to admit more individuals; they either have waiting lists or are completely closed to new enrollees. In the meantime, individuals with costly conditions must go without coverage.
In theory, these pools could provide a viable option for high-cost individuals. In practice, using these pools as a model for nationwide reform would be extremely expensive. Policymakers should consider other approaches to providing affordable, adequate coverage to costly individuals, such as expansion of group coverage options and guaranteed availability of health insurance, known as guaranteed issue in insurance parlance.

I have a pre-existing condition that makes it so I cannot get insurance under any individual plan. I checked into the high risk pool in WA state and my premiums would be over $800/month - just for me! Three out of 4 members of my family have pre-existing conditions that cause them to be rejected. My 24 year old couldn't even get insurance in Ohio because he had a bout of depression in college!
So - unless EVERYBODY is swimming in the pool - the high risk pool just costs too much, because unfortunately, those of us with cancer, leukemia, MS, epilepsy, or other serious diseases do cost more.
My disdain for the wealthy greedy people controlling our country grows daily.
I once worked for a high-risk auto insurer, and can tell you this about high-risk pools:
In FL, all auto companies were assigned a certain percentage of high-risk drivers, based on the company's size, and premiums for these policies were subject to the Insurance Commission.
What actually happened, and probably is still ongoing, is that assigned risk companies started redlining the elderly into these pools. Most elderly people have good driving and payment records, so this gave them low-risk drivers required to accept high-risk insurance or face license suspensions and fines.
Guarantee you that high-risk health pools will do the same thing--or will find another group of low-risk people and exaggerate the risks.
I'm healthy and my insurance (in IL) through my small business employer is $1000.00 a month. If I was high risk it would minimally double.
Ed Schultz had a high-risk guy call (from WI) in and they wanted $4500.00 PER MONTH for coverage. That is hardly an option for that poor guy or for the vast majority of Americans.

I am "markedly disabled" and have had repeated surgeries and other injuries related to a work related injury. I am owed thousands of dollars by insurers for reimbursements in medical, pharma and transportation. They have been dragging their feet for 10 years. Guess what... even though they have held my money I do not get interest for while they bank on it.
Plus I have had them refuse to pay bills they agreed to pay, then ordered by a judge to pay. This forces the doctor into arbitration, even though a court found the insurers responsible for the bills. As a result, my doctor was paid years later with dimes on the dollar. I have had to change doctors several times when this has happened as their "patient load became too heavy", or it was impossible to get an appointment.
Just this spring, my work related knee ACL reconstruction snapped, caused my PCL to tear and my quadriceps to tear cleanly off. I won't go into the horrible emergency room treatment I got, but I want to share how the system "worked".
My surgeon wanted to operate and sent his request in within two days. The insurers wanted to "preserve their rights" and would not approve surgery without a hearing. So a preliminary court date was set... two months in the future. Even with that much time, the insurers still didn't schedule an independent medical exam until ordered to at the hearing. The proper hearing couldn't be scheduled until after the preliminary, so I was looking at more than three months wait.
Luckily after six weeks my surgeon decided to do the surgery without approval; to wait any longer I would lose the use of my leg. He did so without any expectation of being paid. This is what a real doctor looks like.
So a couple weeks before my prelim hearing, the surgery was done. I showed up to court in with the surgery done. Went to the scheduled IMEs that were ordered, then to the next hearing. The surgery was approved 4 months after the failure of the reconstruction; yes they were liable for payment came the decision.
6 weeks with a disconnected muscle left my leg atrophied 6 centimeters in circumference and now a long haul probably a year, to learn to walk and strengthen my leg. Had I needed to wait (this has happened in the past; I waited 3 years to get approval to have my cartilage removed and knee debried), I would be 100% disabled permanently. I would have no recourse and could not sue the insurers as the delay that would have caused the increase in disability was due to the insurers "exercising their rights"!
Now they are not paying the bills....
To add insult to the injury, you can't even collect any compensation for being out of work from the time you are injured to the time you get surgery. Add to this, that if you are unlucky enough to have a reoccurring or degenerative condition due to your injuries, there are arbitrary laws meant to "keep down costs for insurers". Contrary to the idea of increases for the cost of living, the laws reduce awards to claimants. If you are unable work due to the work related disability, payment levels are not in line with what your wage was nor what you were entitled to before these laws retroactively capped payments.
So if your disability is over 10 years old, even though it has put you out of your old line of work, permanently severely limited what you can do, how long you can do it, and also reduced your reliability due to health complications, you are out of luck. In my case payments are capped at $100.00 per week (for a job that paid $600.00/week in 1983.
And that does not even address the ability to get legal representation as your lawyer fees come out of the payments. Judges do have pity on you when you are faced with a pittance to live on and do set the fees accordingly. Yet all it takes is a judge to do this once and good luck getting any representation at all.
And this is the Republican's model?

When Truman put us on a permanent war footing (remember the founding fathers did not want a standing army)after WWI the tax rate was up above there for the top bracket; 1940-1961 the top bracket was above 81% much of the time @ 90%; Schools were funded federally, we didn't have hundreds of bases world wide even though we had a standing army and union membership was high.
1964 saw that top rate drop to 77% from 91% under LBJ. 1982 saw the rate drop again to 50% then to 38.5% in 1987 as Reaganomics pumped up the war machine spending; then 28% 1988-1990. Since 1991 it has been hanging in the 30%'s.

Top tax rate goes down 60% (top bracket used to pay more $'s in income tax than all others combined), the federal portion of school spending is way down and war spending now takes up most of tax revenues.

What the government will require you to do:

If you get your insurance at work, your employer will have a "grace period" to switch you to a "qualified plan," meaning a plan designed by the Secretary of Health and Human Services. If you buy your own insurance, there's no grace period. You'll have to enroll in a qualified plan as soon as any term in your contract changes, such as the co-pay, deductible or benefit.
• Sec. 224 (p. 118) provides that 18 months after the bill becomes law, the Secretary of Health and Human Services will decide what a "qualified plan" covers and how much you'll be legally required to pay for it. That's like a banker telling you to sign the loan agreement now, then filling in the interest rate and repayment terms 18 months later.

here in CA my family applied for Blue Shield for coverage when our COBRA ran out.
I was denied because I had been on antidepressants for approx. 6 months in 1994 after our infant daughter died.
The deal Blue Shield offered us was that my husband and two daughters could have the family policy we had applied for - minus me, for the same premium (around $1,200 a month) and I was offered HIPAA "Insurers are required by law to sell that coverage, known as HIPAA insurance, to individuals whose COBRA benefits have run out" for an additional $1,000 a month.
So at a time when our finances were very strained, and considering we had been paying for 18 months of COBRA at about $1,000 a month, we now were facing $2,200
We ended up getting a major medical policy @ #800 and who knows what that would have paid for if we had ever needed it.

Our 8 year old son was denied insurance here in CA (due to pediatric rheumatoid arthritis) and tossed into a high risk pool. To get him even the most basic coverage, we pay more for him than for the other three of us in the family. Financially, these pools are a killer for families.
And morally, how do you deny care to kids who need medical help? Our son literally couldn't walk without taking a combination of four drugs. All I could think about were the kids who had no insurance. What kind of life is that? Our current insurance system is a glorified extortion ring.

Besides high risk pools does nothing for the cost of heath care overall. It means the young and able-bodies potential military draftees might get relatively "cheaper" rates, but that's still at the behest of the insurers.
Whilst the elderly and the infirmed, who probably already have fiduciary problems due to their conditions will just get it worst in prejudicial treatment. The elderly already get prejudicial treatment as it is, unless they got boucoup bucks.
It probably takes two or three healthy people on insurance rolls to make up for one deathly ill. And the American lifestyle is such that any one of us could find ourselves deathly ill.

Another problem is the younger may be more able-bodied, in general, but of lower income due to just starting careers, paying off college loans, and starting families of their own.
And while the economy is so sour, they may not even be able to find the jobs to make that all possible.
While an older person at the height of their income earning potential (not retired) may already be developing age related disorders.
