According to President Bush's former press secretary, the former president's refusal to sign the Kyoto climate change deal in 2005 set the stage for current climate change negotiations in Copenhagen.

"Because [Bush] declined to go forward with Kyoto, which is ultimately the right thing to do because the major economies like China and India weren't at the table, he worked to get them at the table and now this meeting is the next logical step in that process," Perino told Fox News' Chris Wallace Sunday.

The BBG is an autonomous body, with, I suppose, the exception of one member: The Secretary of State.

By law, the BBG is composed of nine members: The Secretary of State, four members that may belong to the President's political party, and four members who must be members of a political party to which the President doesn't belong, all subject to approval of the Senate.

So Obama could have appointed four Democrats, two Libertarians and two Greens to the BBG, but some Republicans in the Senate would have placed holds on all of the appointments.

I'm pretty sure the BBG isn't made up of full-time members, either. The Governors aren't executives, at least not of the International Broadcasting Bureau, the entity with whose oversight the Governors are charged.

there are a lot of republicans that didn't serve as mouthpieces for the bush admin that could have been appointed.

but, for some odd reason, obama tapped bush's former press sec'y for this post.

maybe in the law you sited there is some by-law that requires nominees for the BBG to be skilled PR hacks from former administrations. i just don't know, anything is possible i suppose.

Probably not...But think of the qualifications required of a BBG member: Background in public and foreign relations, maybe someone with broadcasting experience...Now think of the Republicans who meet any of those requirements, and tell me you'd rather see someone serving as a Governor who was a former Clear Channel exec, or the flak for the American Petroleum Institute.

But the beauty of it is that Perino and the other Republicans serving at the time being are powerless. Not that they don't have a voice but....Wait for it.....

BTW, where did I say Perino was the best choice? Shit, she wasn't the only Republican appointed to the BBG by Obama on the same day. Would you like to tell me who that other Republican is, and what his/her bzckground is, and why s/he is a better/worse selection than Perino? I mean, this is important stuff here, and I need to know. And since I can tell you're on top of it, you can tell me who that appointee is, the background, the pros and cons...I've got to run down the street, back in ten minutes, but I'm sure you'll have us all filled in by the time I get back.

And, any Republican appointed to the BBG at this point- and for the reasons I gave in my first reply, there are necessarily four Republicans- is in the minority on the Board at this point, because there are nine members, five of whom (the Secretary of State and the four Democrats) are all theoretically aligned with Obama. So if the Director of the IBB- also a Presidential appointee, and one who, I assume, actually serves at the will of the President- goes to the board requesting proposed policy changes or budget concerns, all s/he has to do is get the five votes of those Democrats.

The BBG is effectively a sham. It's all show. The governors in the minority have as much power over US overseas propaganda broadcasts as do you and I.

... Samson's got a point about why Perino was hired on in the first place. There's something about picking someone who isn't in your party, that's fine, but there's something entirely different when you pick someone who may have been instrumental in Bush's legacy (and still carries water for him too!)

It's ridiculous that any of those people are allowed to walk around in the open without being cleared of wrongdoing, let alone be given jobs of any importance.

And none of that "they suck, we suck, everyone sucks" nonsense. That's a terrible ploy used by people who've dug themselves a hole so they can drag everyone else down to their level.

Obama makes a list of four potential appointees to the BBG, and sends it to the chairperson and ranking minority member of the Senate committee charged with recommending approval of appointees.

The list comes back with notes: Candidates A(Democrat), C(Republican), D (Democrat) and are completely acceptable, but B(Republican) is unacceptable to Senator X (R, Red State). However, Senator X suggests candidate 1(Republican) and 2 (Perino).

Obama looks at the X's suggestions and finds 1 completely unacceptable, but thinks about Perino, whom he considers...well, not wholly unacceptable. He sends a note to Senator X: "I'll give you Perino if you take your hold off of my candidate for the seat on the Federal Appeals court that covers your state." Senator X says, "You've got a deal."

And that's how sausage is made.

It clouds their thinking. It keeps them from doing things that other find 'soul-nourishing' or which contribute to a person. (A conservative co-worker of my wife once seemed puzzled at the concept of reading for personal enlightenment. "Why would you do something that doesn't make you any money?")

Even 'charity' is an obligation (eg. Goldman Sachs) - they're not doing it because they care about the less fortunate; they're doing it for the tax writeoff, or so they can pretend to be generous. It's all in service of their god, Mammon.

Time to repeal terms limits so we can have Bush back.

Wait a minute - Obama is now the WAR President, and busy pushing corporate interests in health insurance care reform legislation, so there is no need to repeal term limits.

That's commonly used to depress quantity demand,

Now that gas is relatively no longer expensive SUV's and trucks are flying off car lots, not the Hybrids anymore.

However, the gas tax would add to the cost of shipping and ultimately to the price tags since you know the corporations won't absorb it.

And on top of that, if Congress get's overly dependent on the gas tax, that would queer any attempts at updating CAFE standards.

The real reason did not sign the Kyoto Protocol was because the Bush Administration was afraid it would cost companies to comply and eat away from their profits. The Republicans are all about profits above people. They did not want the Superfund and under Pres Bush they made it weaker. Killing to make a profit.

That is how I am beginning to sum up Obama. His track record is piling up way too many accomodations to Bush Neocon crime family, and this Perino flack is maybe not the worst but pretty bad.

Gates, McChyrstal, carry on Bush Doctrine will whole hearted Obama support.

Holder backs up Bush illegal wiretaps and refuses to investigate or prosecute numerous Bush crimes including Plame leak, torture, rendition, etc.

Nominating Perino to "placate Republicans and avoid confirmation blockage" is more kowtowing and compromise. There are plenty of alternative, and eminently more qualified, candidates on both sides of the aisle.

Given the BBG status and role, it would seem that the right appointees would be experienced diplomats and schmoozers - not ambitious demagogolic climbers.

Way to 'represent' our better natures, Obama.

I cannot express how upset I am that Obama would give this...person...anything. I just don't understand it. It's the "be kind to your enemies" administration. Embrace your enemies.

What Obama is forgetting is that his enemies are the enemies of America, and this is why we elected him President of the United States.

As far as what she is saying goes, it makes me want to vomit. It is a complete lie, and very simply refuted if ones looks at the totality of the Bush administration's actions in regards to Global Warming. They are all liars. They lie like they breathe. We had eight years of liars, and now we got someone kissing the liars' collective ass. And it makes me sick. We need someone who has some spine, who will stand up to evil, and more and more it seems that with Obama, we're just not getting it. Maybe he will change--I don't know. Maybe he'll wake up. Perhaps those who are committed to his destruction will finally go too far, and Obama will finally realize that this ain't no game. The fate of the world rests on his shoulders.

but I refuse to get it treated until my son and my daughter get their cancerous tumors treated as well. The doctors have assured them that they will die if left untreated.
