SANCHEZ: I want to start with some breaking news, Mark Sanford, embattled governor of South Carolina, accused today of breaking state laws, not one time, not two times, 37 times, according to the finding by the state ethics commission, 37 counts of law-breaking, which means Sanford's problems may transcend the political now, even as an impeachment committee is set to convene tomorrow.

You're going to recall the governor's problems began when he disappeared from view for something like five days last summer. It was a big story then, still is. Aides said that Sanford was -- quote -- "trying to clear his head" hiking along the Appalachian Trail.

But he was spotted then by a reporter getting off a flight from Argentina and then was forced to admit what we all now remember he ended up saying in a news conference, forced to admit to having a South American mistress at the time.

Since then, his wife has left him. She says the couple's separated. She is also writing a book about him. Any talk of a presidential run, forget about it, and now, on top of potential impeachment, 37 counts of breaking state law, much of it stemming from Sanford's frequent travels. Joining me now from Washington, CNN's Peter Hamby, who spent a lot of time chasing this story in South Carolina.

Look, we get the ethics thing. What I think you need to explain to us is how this becomes a criminal issue and specifically what crimes are we talking about.

PETER HAMBY: Well, what we're talking about here. And the ethics commission is not saying that he's actually broken a law yet. What they have found are 37 counts in this complaint that he may have violated state law by using his office for personal gain.

They list three different kinds of charges against him that they will argue in a hearing. They haven't set a hearing date yet, but they will soon. Many of those counts say that he upgraded from business class to coach on flights going back to 2005.

SANCHEZ: Sowhat? Is that a big -- who doesn't? Do you mean that they upgraded him or that he used money, public money, to do that?

HAMBY: Well, yes, exactly.

SANCHEZ: Is that what they mean?

HAMBY: Exactly. Exactly, that this was state business, that he used state money to upgrade.

SANCHEZ: Oh, OK. All right.

HAMBY: Right. Right. Right. So, he either -- the way that it's worded is, it says he used his official position for his own personal benefit by authorizing, approving and/or allowing the purchase of a business class ticket for himself on a flight from wherever to wherever.

SANCHEZ: OK.

HAMBY: It also accuses him or suggests that he used a state plane, state-owned plane to attend political functions around the state and the country and that he used campaign funds for his own personal gain.

SANCHEZ: So, the real deal here is not that he did what he did, which by any measure obviously looks like a foolish and just morally wrong thing to do. We all get that.

The real upshot here is the fact that he may have been using our money, I mean taxpayers' money, for this affair that he seemed to be having.

HAMBY: Exactly. And that's a big political headache for Mark Sanford. It's a big issue for him because his M.O. since coming to office and one of the reasons he was a rising national star in the Republican Party was that he was a champion of fiscal responsibility. And this whole fiasco for him, beyond the affair, these state legislators in South Carolina have seen him as a hypocrite in some respects, which is why a lot of them want him to resign and several are leading a charge to impeach him come January, when the session comes back...

SANCHEZ: And yet in many ways, when it comes to that measure, he is certainly not the first and most likely will not be the last in that regard.

Jesus plus nothing. The rallying cry of C Streeters. Sanford is one of the ordained, and thus exempt from all laws, both civil and religious. Just ask him, or any other member of The Family.

Having an affair is not illegal, nor is hypocrisy (and they shouldn't be). It sure is gunna be hard for him to run another election campaign on "family values" though.

His state could impeach him on the grounds of idiocy, but as for the plane tickets - he could just pay SC back.

Again, not illegal, but a possible dereliction. For this he could also be impeached.

Because the story here is not the few-thousand dollars he misappropriated from SC. I don’t care about his affair, and I don’t care that much about his flight-seating. The penalty for him for his upgrades is to pay the money back.

The story is his hypocrisy, and that he got caught. Also that there is now no chance in hell that he will be reelected.

What part of "broke the LAW 37 times" don't you understand?

I don't give a flip about the sex either, but he abandoned his duty and BROKE THE LAW. I think that means he's a criminal too.

There’s probably much I don’t understand about the 37 ethics violations. I do know that 18 of them were for upgrades when the state says he must fly coach. I do know that 10 of them were for improper reimbursements from campaign funds for personal expenses amounting to 2K or so. Don’t know much else – but I would love to see other Govs scrutinized this closely. I’m sure most would fail the same test.

If you wish to use these counts as an indication that he was corrupt – have at it. But take care. Your most trusted and supported politician may fall to the same scrutiny. In this age of multi-million dollar campaigns, it’s easy to overlook, and abuse.

But again, these few thousand dollars of misappropriations are not why SC and the rest of the country are looking so closely at Sanford. They found these violations when they began to look at him for reasons of impeachment. SC seems to want him impeached for his lying and his affair. That’s fine with me, but if this is all they have to get him on, it’s pretty weak.

These questions must be answered if we are to remain a nation that respects the rule of law.

As for other political figures having careers ruined because of criminal investigations, we'll I'm all for it, don't care which side of the political fence they are on, if they BROKE THE LAW, then too effing bad. If they had focused more on the lying under oath for Clinton than the blow job, they may have got the impeachment through.

Sanford and his odd actions were far FAR worse than anything Bubba did.

Sanford was off the wall and out of touch. I think it was a breakdown of sorts. Those weird days should have been the end of his political career.

He's not spending his own money. He's spending the taxpayers' money, and he doesn't need to be in business class. He should be flying cheaply and rarely. Where does he need to go, anyway? He's a governor. He should be working on state business.

Are there policies in place about how you can travel? There have been in every company I've worked for, and upgrading your tickets or rental cars on the company dime is verboten.

Probably the only difference between Sanford and his republican buddies is that he got caught "hiking".

It's up to the residents of South Carolina to decide what they want to put up with. Breaking 37 laws doesn't amount to a hill of beans if there are not consequences for his actions.

Hell, the husband of Ensign's mistress said he has not been contacted by the Department of Justice about any investigation into the fraud and distortion allegations being made.

Obviously none of you were listening when Sanford was talking about his "Soul mate". This wasn't just some Hoe-bag.That's why he's not guilty.

The reporter went out of his way to say the panel found the governor MAY HAVE broken the law etc.. I don't like Sanford and his politics but let's have some integrity ourselves.. we can't demand integrity if we don't value it for ourselves.. Oh.. ohohoh, OK, he's worse and we're just bad.. which makes us better? we can certainly be better.. like Clinton was better than Bush though both were bad, Bush just worse.. and after Bush, Obama can do anything cuz no one could be as bad as Bush? It's not necessary, in this profligate example, to embellish the facts.

This is what happens when you let a C-Street cultist represent you.

I think Sanford should have resigned when this story broke. Since he refused to resign, I think he should be fired, recalled, or impeached and removed from office -- whichever is the most appropriate means of accomplishing the end of terminating his tenure as governor.

That said, the C&L headline says Sanford had been found to have broken laws, while the text of the interview says that the panel has concluded that he "may" have violated laws. I don't think Sanford needs to have broken any laws to warrant removal from office, but neither do I think C&L should be reporting something that has not yet been determined.

If CSPANJunkie or anyone else wants to offer an opinion that Sanford is guilty and here's why, I have no problem with that. I do have a problem with misrepresenting the findings of a panel.
